Two reasons: 1) Tengu is indeed OP, especially the Accelerated Ejection Bay, that has equivalent of 3 damage bonuses + range bonus, while Loki only has one damage bonus (5% of the 7,5% ROF is un-nerf like the 10% cap on lasers is, not real bonus)...
